International Workshop “Smart city: Experiences from some countries in Western and Northern Europe and Da Nang’s Vision”

On May 20, 2022, Da Nang People's Committee and Vietnam Union of Friendship Organizations chaired and coordinated with Embassies of some countries in Western and Northern Europe and related agencies to organize an International Seminar "Smart city: Experiences from some countries in Western and Northern Europe and Da Nang’s Vision" in Da Nang. Many domestic and foreign delegates attended online.

The Seminar aimed to connect and strengthen the friendship and development cooperation between Viet Nam in general, Da Nang City in particular with Western and Northern European countries and to consult and learn from international models and experiences so that the development of smart cities is effective and suitable to the characteristics of Viet Nam and Da Nang. The Seminar also contributed to promoting the role of people-to-people diplomacy to serve the cause of national construction and development; promoting cultural diplomacy strategy; and connecting and promoting the image of Da Nang city to international friends.

The Seminar included an opening session (plenary) and two thematic sessions.

Standing Vice Chairman of Da Nang People's Committee Ho Ky Minh gave an opening speech and made known that in 2018, the city issued the Smart City Architecture with six pillars and 16 prior fields; the Project on building a smart city for 2025, with a vision up to 2030, was officially promulgated and implemented - defining specific roadmaps and priority programs, such as providing smart public services, transportation, security, order, environment, electricity supply, water supply, and disaster prevention.  On August 28, 2021, Da Nang issued the Digital Transformation Project from 2025 up to 2030. To date, the city has achieved some positive results, shifting the management, administration and provision of public services from traditional data to digital data and digital technology. Standing Vice Chairman Ho Ky Minh also wished that through the Workshop, the city's agencies and organizations could approach and discuss ideas with domestic and foreign partners and experts on models, solutions, technologies, and policies to apply and implement smart application systems in Da Nang city successfully and effectively.

Ambassador Nguyen Phuong Nga - President of Vietnam Union of Friendship Organizations gave a speech emphasizing the role and meaning of organizing the Conference in the context of the development of the industrial revolution 4.0, and the policy direction of the Party and State on smart city development in Viet Nam. Ambassador Nguyen Phuong Nga said that many Western and Northern European countries have gained many achievements in building and managing smart cities. The Seminar will provide information, an exchange of ideas and a discussion of the policies and practices of smart city construction in Viet Nam, including strategies, orientations and results of smart city construction in Da Nang, and references to models and experiences from some European countries in building and managing smart cities. She hoped that delegates would actively participate in discussions, share valuable experiences and give recommendations and solutions on smart city construction and management that could be applied in accordance with the reality of Da Nang as well as other localities of Viet Nam.

Two presentations on the topic "Smart city overview - Fundamental issues for smart city construction in general, policies related to smart city development in Viet Nam" and the current situation of smart city deployment in Viet Nam” and

Strategy, orientation and results of smart city construction in Da Nang city ” gave an overview of development policies for Viet Nam's smart city and its policy planning of Da Nang city in promoting the process of building a smart city.

At the 2nd session on "Smart city infrastructure", speakers presented and discussed the topic of introducing the actual model of smart traffic in Europe, sharing experiences of building successful smart cities and some solutions to providing clean water for smart cities. There were three presentations: “Experience, practical model of smart traffic in Austria”, “Smart city: Experience from the United Kingdom” and “Experience and solutions for providing clean water for smart cities”.

Session 3 had the theme "Smart urban governance” including 3 presentations by experts, managers and businesses: "Practical experience in building a smart city in the Netherlands”, Experience, solutions to reduce traffic congestion and environmental pollution in smart cities” and "Experience, smart urban lighting solutions". The discussion session focused on the management and operation of smart cities, practical experiences in building smart cities in developed countries, and applying the advantages of technology to come up with solutions about energy saving, efficient use of energy sources in the future, as well as proposing breakthrough solutions in solving problems and eliminating bottlenecks in urban development in Viet Nam today.
