    10. Project’s major goals and outcomes:

Goals: Providing adequate and essential assistance to juvnevile criminals for their community reintegration in order to minimize their recidivism and prevent child’s possible crimes in community. 

Project’s major goals:

- 100% of juvenile criminals from Reformatory #3 who have completed their senttences are sustainably reintegrated into community, their is no recidivism. 

- 100% of crime-prone under juvenile who are under police surveillance, rehabilitation from the grassroot government, non-custodial reform or probation are mornitored, educated and helped to minimize crimes or recidivism.

- Police officials, investigators, prosecutors, judges, lawyers, officials working in Judicial branch, Labor, Invalids and Social Affairs, organizations and volunteers from Hai Chau and Thanh Khe districts are trained to improve their skills to assist juvenile delinquents to reintegrate into community.


1. General information

According to the Administration Board of Proposal #4 regarding “Preventing and fighting crimes against children and juvenile criminals”, there were 63,600 cases nationwide including over 94,300 juvenile delinquents.  The number of cases increases by 4,300 cases, occupying 6.72% compared with 6.5 years before.  The number of juvenile delinquents occupies nearly 20% of the total crimes.

Major crimes caused by juvenile are included: Theft (21,812 cases / 33.010 objects, occupying 34.30%); Intentionally causing injuries (5,692 cases / 9,588 objects, occupying 8.90%); Disturbing public order (4,870 case / 8,768 objects, occupying 7.65%); Robbery (3.76%); Gambling, rape, murder and other crimes.

Most of the under juveniles are male, making up 96.87% of the total criminals.  The average age of offenders are getting younger, including under 14 years old occupying 13%; from 14 to 16 years old occupying 34.7%, from 16 to 18 occupying 52%.  Particularly, almost half of the delinquents have dropped out of school and have pooor learning capacity (60.7%).

Recently, juvenile criminals who have completed their sentences possitively start their lives afresh.  However, the status of children recidivism, even dangerous recidivism has increased and become a pressing issue for the entire society.

Therefore, DAFO develop the Proposal of providing assistance to juvenile criminals for their community reintegration to raise funding from INGOs. 

2. Project’s activities

2.1. Disseminating information and media on community reintegration

Goals:Disseminating information and media on community reintegration helps to orientate and encourage the management, education to eliminate prejudices and discriminations against juvenile criminals who have completed their sentences.  This effort will help them to stablize their lives and reintegate into community. 

How to achieve

Activity #1:Propaganda and consultancy at Reformatory #3

Coordinating with Reformatory #3 to disseminate legal knowledge directly relating to juvenile criminals who nearly finish their sentences, to answer their questions to help them reintegrate into community later.

- Holding talks at Reformatory #3 to propagate and disseminate legal knowledge.  The contents of these talks must include:

+ Rights and obligations of those who have finished their sentences according to Government Decree #80 regarding measures ensuring community reintegration for those who have completed their sentences.

+  Disseminating social skills helps promote community integration. 

+ Sharing experience in community reintegration:  a good example of a former juvenile criminal who has sucessfully started his/her life afresh. 

+Legal consultancy

+ Survey on needs for legal assistance and vocational training.

Attendants for the talks:  About 20-30 offenders who nearly finish their sentences.  There are two consultants, one lawyer or legal expert, one professional in social skills and one formal juvenile criminal who has sucessfully reintegrated into community.

- Gathering the results of the survey about the offenders’ needs in order to continuously  monitor and help them after their sentences’ completion.

 -Continuing staying in touch with those who have been helped after they left the Reformatory to make sure that they have reintegrated into community possitively and sustainably.

Activity #2:Propagating and consulting juvenile criminals who are under surveillance at grassroot level, non-custodial reform or probation. 

Corrdinating with local government at grassroot level to provide legal consultancy and assistance to those who have just finished their sentences.  The Project will coordinate with district policemen and Danang Legal Consultancy Center to perform related activities that are included:

 - Holding mobile talks to dissemniate and consult legal knowledge to those who have recently finished their sentences (within the last 6 months); and those who are under local surveillance, non-custodial reform or probation.  This talk is monthly held which is projected 12 times/year.  The way to hold mobile talks is similar to the one held at Reformatory #3.  The attendants are included those who just finished their sentences and a group of professionals.

 - Legal consultancy as well as administrative assistance to those who just finished their sentences are provided at the Project’s office via telephone, letter, fax, email or direct appointment (including cases under surveillance and continued assistance after mobile talks at commune/ward)

Activity #3:Holding propagandas and trainings to provide skills to nurture juvenile criminals who have finished their sentences or crime-prone juveniles.  There are monthly propagandas on local mass media and direct propaganda for juvenile criminals, their families and entire community to learn about the roles that family and community play in monitoring and helping them. 

In order to achieve this, the Project needs three full-time consultants and 10 part-time coordinators who are legal professionals.   

2.2. Providing management, education and assistance to juvenile criminals who have completed their sentences to reintegrate into community

Goals:Those who have finished their sentences are still monitored and educated in a certain time until their criminal records are eradicated according to the Criminal law and procedure .  It is very important to monitor, educate and assist juvenile criminals to become good citizens to minimize recidivism.

 How to achieve:

- Organizing and appointing individuals and agencies to monitor, educate and assist juvenile criminals.  The Project will coordinate with the People’s Committees of communes/wards to assign agencies like Youth Union, Women’s Union and Veteran’s Union to mornitor, educate and assist them.  A monthly report on their improvement will be submitted to the Project and local government.

- Psychological and administrative consultancy and assistance  are provided to help juvenile criminals to reintegrate community.  This activity is done through consultancy and direct assistance via telephone, letter, fax, email to the Project’s office. 

- Managing and monitoring juvenile criminals; educating the law observance and civic duties; detecting, preventing and dealing with any criminal violations.  This activity is coordinated between Project’s office and local authorities.  The Project’s consultants occationally coordinate with local authorities to monitor the juvenile’s improvements.  There is a group of consultants from local Unions to work with the Project’s office to do this.

3.3. Pursueing education, vocational training and employment

Goals: Help juvenile criminals to have a stable life and sustainable community reintegration. 

How to achieve:

- Surveying on their need of education continuation, assisting with admission procedures, providing with school supplies, constantly connecting  with school to check on their study.

- Surveying on their need of vocational training and employment, focusing on jobs that are suitable for their health, skills, the needs of employers and actual situations.  The Project will coordinate with local vocational traning schools to provide trianing and job opportunities.

- Providing preferential loans to families of juvenile criminals to assist them to have a stable life.

2.4. Improving the working capacity of government officials and propagators

Goals: Imrpoving the working capacity of government officials and propagators at district and commune levels in providing services to juvenile criminals to help them reintegrate into community and prevent juvenile’s violations of law.

How to achieve:  Holding trainings to improve the awareness and skills of police officials, investigators, judges and officials working in Judicial branch, Labor, Invalids and Social Affairs, Unions’ officials and volunteers.  Friendly investigation for juvenile criminals is especially focused; and service quality and judges’ responsibilities should be improved.

It is projected to hold three 3-5-day-trainings.



The juvenile crimes have been a pressing issue, the Project of “Providing assistance to juvenile criminals in Danang City for their community reintegration” helps the local authorities to solve several problems such as:  Enhancing the the services provided to children to protect them, encourage non-custodial reform, commune-based re-education and community reintegration for juvenile criminals; improving the work performance and capacity of police officials, investigators, People’s courts and government officials working at Labor, Invalids and Social Affair; improving the services provided to children and juveniles at local levels by government officials and volunteers; giving relevant bonuses to related oficials.  The Project will encourage juveniles to engage in criminal prevention and handling; as well as community reintegration for juvenile criminals.  The propagandas will help the juveniles to be aware of their rights and obligations, this is a good approach for them to protect themselves as well as guarantee appropriate law enforcement.  Designing and performing these programs will help increase the juveniles’ awareness and skills to encourage a positive lifestyle.  This project also helps parents to improve their awareness and approach available services.  The project increases the awareness of families, schools and mass unions to assist the juveniles.  All of these efforts will help to promote the sustainability of the project after this program ends.
